THE ROLE OF LOCAL COMMUNITIES IN THE REINTEGRATION MANAGEMENT OF POST-CONFLICT TERRITORIES

Abstract

Full-scale hostilities in Ukraine have caused unprecedented destruction of the socio-economic, infrastructural and institutional foundations of territorial development. Many local communities have suffered severe material losses, demographic decline, degradation of local economies, disruption of essential services and weakened administrative capacity. Under these conditions, recovery cannot be reduced to physical reconstruction or to centrally designed programmes alone; it requires a systemic approach focused on long-term resilience, social cohesion and the restoration of human potential. A particularly urgent challenge is the reintegration of de-occupied and post-conflict territories, which implies not only the restoration of control and basic public functions, but also rebuilding citizens’ trust in state institutions, re-establishing social ties, revitalising economic activity and re-embedding communities into the national development space. This paper conceptualises territorial reintegration management as a targeted, multi-actor governance model that combines state policy instruments with local self-government capacity, community engagement and project-based implementation. Unlike traditional regional development approaches, reintegration management emphasises adaptability, cross-sectoral coordination and project management tools as core mechanisms for delivering recovery priorities. The study argues that territorial communities should be treated not as passive recipients of aid, but as key agents of change capable of setting local priorities, mobilising resources and implementing recovery initiatives. At the same time, Ukraine’s practice reveals persistent barriers: fragmented initiatives, insufficient vertical and horizontal coordination, uneven project capacity across communities, shortages of professional staff and limited methodological support for managing complex reintegration tasks. Based on the synthesis of European decentralised recovery practices and Ukraine’s emerging recovery framework, the paper highlights policy implications: (1) embed reintegration objectives into strategic recovery and regional development planning with measurable outcomes; (2) institutionalise project-based delivery at community level through training, advisory and standardised toolkits; (3) invest in community capacity (human capital, digital governance, partnerships with civil society and business); and (4) strengthen transparency, accountability and citizen participation to rebuild trust. The paper concludes that combining national recovery programmes with community-driven project activity creates a pathway from fragmented reconstruction to sustainable reintegration-oriented development.
