TRANSFORMATION OF UKRAINE'S LABOR MARKET IN THE CONTEXT OF POST-WAR RECOVERY
Abstract
The article presents a comprehensive study of the transformation of Ukraine’s labor market in the context of post-war recovery, emphasizing the unprecedented structural, demographic, and institutional challenges caused by the full-scale Russian invasion. The research investigates key shifts in sectoral and regional employment, explores the dramatic increase in internal displacement and external labor migration, and highlights the erosion of the national labor potential due to population decline, skills mismatches, and the loss of working-age citizens. Special attention is paid to the problems of integrating vulnerable population groups—veterans, internally displaced persons (IDPs), persons with disabilities, and women with children—into the labor market, which now requires new models of inclusive employment and social reintegration. The study uses statistical analysis, expert assessments, and policy documents to reveal how war-induced transformations have disrupted the conventional labor supply-demand equilibrium. The author identifies growing demand in specific sectors, such as healthcare, education, IT, construction, and logistics, while outlining the sharp decline in employment in manufacturing, hospitality, and traditional low-skilled jobs. The findings underscore the need for a systemic rethinking of labor policy, with an emphasis on flexible forms of employment, reskilling programs, digital labor platforms, and regional employment development strategies. The article emphasizes the importance of expanding adult education systems, vocational retraining, micro-qualification certification, and dual education models tailored to the country’s recovery needs. It is argued that the effectiveness of Ukraine’s post-war recovery will critically depend on the state’s ability to mobilize human capital, restore employment in war-torn regions, and ensure decent work opportunities for all social groups. By fostering partnerships between the government, business sector, educational institutions, and civil society, Ukraine can transition from a survival-based labor market to a dynamic, inclusive, and innovation-driven employment ecosystem. The paper concludes that the transformation of the labor market must not be limited to restoring pre-war parameters but should serve as a foundation for long-term national resilience, social cohesion, and sustainable economic growth.
