FACTORS INFLUENCING THE FORMATION OF THE INTERNATIONAL TRANSPORTATION SYSTEM UNDER EXTREME CONDITIONS

Abstract

The identification and analysis of factors influencing the formation of international transportation systems under extreme conditions is increasingly important. Crises such as wars, natural disasters, epidemics, or economic shocks significantly impact the stability and functioning of transport systems. The analysis of these factors helps identify vulnerabilities within existing transport systems and develop strategies for their mitigation or elimination. This process may involve introducing new technologies, adjusting routes, and enhancing operational flexibility. Given that international transportation is a critical component of the global economy, disruptions can have profound implications not only for individual countries but for the entire international market. The article identifies various factors influencing the formation of international transport systems under extreme conditions. Security threats, such as military actions, landmines, piracy, and terrorism, create significant risks for transportation safety. Infrastructure factors, including military conflicts, mining of transport routes, and piracy threats, seriously affect logistics chains during crises. Political and legal factors, such as changes in legislation, international sanctions, and cooperation with international organizations, significantly shape the conditions for international transportation. Logistical factors, including flexible planning, coordination, and creation of strategic reserves, are critical for maintaining continuous transportation under uncertainty. Technological factors, such as implementation of advanced technologies, ensure effective management of transport processes under extreme circumstances. Furthermore, personnel training and adaptation to new technological solutions significantly enhance operational safety and efficiency. Humanitarian factors, especially organizing evacuations and delivering humanitarian aid, are crucial for survival and support of affected populations. Finally, natural and climatic factors are crucial in influencing international transport systems, particularly by determining logistics routes and affecting infrastructure stability under extreme conditions.
