THE «SCISSORS» EFFECT BETWEEN THE OBJECTIVE NEED AND THE READINESS OF AGRICULTURAL PRODUCERS TO PARTICIPATE IN SERVICE COOPERATIVES
Abstract
The article is devoted to the current problems of the development of agricultural service cooperatives in Ukraine. It emphasizes the need for initiative groups to take into account non-economic factors that negatively affect the implementation of the idea of creating a cooperative in the environment of agricultural producers, in particular, farmers. The article presents factors that make it impossible to create a successful cooperative ("unreadiness factors" of potential cooperative participants). They determine the effect of "scissors" between the objective need for cooperation of small and medium-sized agricultural producers and their real readiness to do so. Such factors are characteristic of the Ukrainian cooperative movement, and determine the need to develop a set of relevant measures. Thus, in order to develop a step-by-step plan of educational activities and "psychological training" of potential members, it is proposed to carry out a special factor analysis. The expediency of introducing new terms into scientific circulation is indicated. In particular, the economic need for the creation of a service cooperative is tentatively proposed to be called the "N-factor" (English need), and the socio-psychological readiness to create a cooperative - the "R-factor" (English readiness). At the same time, the factors characterizing the "R-factor" should be assigned a numerical index (for example, from 1 to 3, where 1 is "insignificant impact", 2 - "medium impact", 3 - "significant impact"). The obtained sum of points will indicate the degree of unpreparedness of potential founders to create a cooperative and the scale of the necessary response to eliminate them. It is emphasized that after the cooperation experts implement a set of measures aimed at the maximum reduction of the "R-factor" factors, it will be possible not only to make a decision about the possibility of creating an effective cooperative, but also to achieve a significant increase in its "viability". This will contribute to the development and strengthening of the Ukrainian cooperative movement in the agrarian sector of the economy, which will generally have a positive impact on the development of the farms of small and medium-sized landowners.
