APPLICATION OF SYNERGETIC PRINCIPLES TO PUBLIC ADMINISTRATION

Abstract

The article defines the necessity of forming a synergistic paradigm of public administration aimed at creating effective mechanisms of public administration aimed at improving the efficiency of the national economy in the conditions of instability of the development of socio-economic systems. The main reason for the search for a new scientific paradigm is the contradiction of existence as a sphere of objective cause and effect functioning and evolution of nature and society, operating on the principles of self-organization. The economic sciences are important because they combine the processing of operating objects with sound social goals and moral modality. From the humanitarian point of view, synergetics are viewed with distrust because of the exclusion of the past and the future in favor of the present. Forming a paradigm for economic transformation requires overcoming a materialistic approach. Its purpose is to bring consciousness beyond the limits of rationalization and to the formation of new goals of development on the basis of individual self-consciousness, since it occurs in the necessary degree of separation of the individual from the society with the infinite possibility of the individual for cognition. Outlining the synergistic paradigm needs to be understood in the context of the economic sciences, which, unlike the natural ones, are focused on the study of the sphere of objective and subjective activity. Its main advantage is the versatility realized in the discovery of universal patterns of evolution and the self-organization of complex systems of any origin. The subject and methodological basis of synergetics is the analogy (reference), since it involves uncertainty in the subject of synergetics and causes a free search for the directions of science. It is determined that the analogy should be considered as a new form of objectively necessary, which should be supplemented by studies of the relation of the natural and the random. The importance of synergistic principles in the public administration system is outlined.
