INTERDEPENDENCE OF METHODOLOGY AND RESEARCH METHODS IN THE SPHERE OF PUBLIC ADMINISTRATION
Abstract
The aim of the article is to substantiate the interrelationship between the methodology, procedure, and methods of scientific research, as well as the specific features of forming a methodology as an individual configuration - lacking a unique, fixed structure - that is adapted to a specific research topic and field of knowledge. It has been established that research methodology is a broader category that elucidates the theoretical foundations of the study, whereas research methodology (or procedure) is an integral component thereof, providing the necessary methodological toolkit - which encompasses various research methods (philosophical, general scientific, and specialized) that constantly evolve under the influence of new knowledge. As a result, changes arise in research methods and methodology, evolving alongside science. A matrix of the interdependencies between research methodology, procedures, and methods is proposed; this facilitates the rapid construction of a unique methodology that aligns with the specific characteristics of the problem under study—as well as its goal, objectives, object, and subject - and is grounded in generally accepted principles of scientific inquiry, thereby acquiring a distinctive configuration. In the current landscape of public administration research, the Agile methodology plays a significant role; based on an iterative approach to project management and software development, it encompasses specific frameworks - such as Scrum - that focus on executing work through small tasks that are continuously adapted to the specific situation and regularly assessed for relevance. The practical value of the article lies in the application of new research methodologies and techniques within the field of public administration - specifically Agile methodology and the Scrum framework - which facilitate a more rapid response to changes in the public sector. The use of these research tools has become particularly relevant in the training of master's students at Taras Shevchenko National University of Kyiv.
