ДЕРЖАВНИЙ АГРАРНИЙ РЕЄСТР У ТРАНСФОРМАЦІЇ ФІНАНСОВОГО МЕХАНІЗМУ ДЕРЖАВНОЇ ПІДТРИМКИ АГРАРНОГО СЕКТОРУ УКРАЇНИ
Анотація
Статтю присвячено дослідженню ролі Державного аграрного реєстру у трансформації фінансового механізму державної підтримки аграрного сектору України в контексті адаптації до вимог Спільної аграрної політики ЄС. Метою дослідження є визначення інституційного потенціалу та функціональних обмежень ДАР як цифрової основи адміністрування, верифікації та контролю державної підтримки. Методичну основу становлять порівняльний аналіз ДАР та IACS, зіставлення умов підтримки з наявними цифровими можливостями їх перевірки, а також сценарний підхід. Встановлено, що ДАР забезпечує ефективну ідентифікацію бенефіціарів і підвищує операційну ефективність розподілу коштів, однак не створює повноцінних передумов для переходу до моделі умовних виплат. Обґрунтовано напрями поетапної трансформації механізму державної підтримки відповідно до логіки CAP ЄС.
