THEORETICAL FOUNDATIONS OF RESILIENCE IN THE SYSTEM OF STATE ECONOMIC SECURITY UNDER WARTIME CONDITIONS

Abstract

The article examines the theoretical foundations of resilience within the system of the state's economic security under wartime conditions. The growing complexity of contemporary military, economic, financial, and geopolitical challenges necessitates a reconsideration of traditional approaches to ensuring economic security and substantiates the transition from reactive risk management to resilience-oriented governance. The study analyzes the evolution of the concept of resilience and summarizes contemporary international and Ukrainian scientific approaches to its interpretation. It is established that resilience has evolved from a concept describing the stability of natural systems into a multidisciplinary category widely applied in economics, public administration, strategic management, and national security studies. The research demonstrates that existing scientific approaches primarily interpret resilience through the ability of systems to resist external shocks, adapt to changing conditions, recover after crises, and maintain the continuity of critical functions. At the same time, the specific features of wartime require expanding the theoretical understanding of resilience by incorporating preventive, adaptive, restorative, and transformational capacities into the economic security system. Based on a comparative analysis of scientific literature, the paper identifies the main theoretical approaches to understanding resilience and determines their relevance for strengthening the state's economic security. A comparative characterization of the existing scientific concepts is provided, allowing the identification of their common features and distinctive characteristics. The study proposes the author's interpretation of the resilience of the state's economic security as an integrated property of the national economic system that reflects its ability to anticipate threats, adapt to destructive external and internal influences, preserve the functioning of critical sectors of the economy, recover after crises, and ensure long-term sustainable development through structural transformation. The practical significance of the research lies in the possibility of applying the proposed theoretical provisions in developing public policies aimed at strengthening economic security, improving crisis management mechanisms, and increasing the adaptive capacity of the national economy under conditions of prolonged uncertainty and military threats. The findings contribute to the further development of the theoretical and methodological foundations of resilience and may serve as a basis for future studies on resilience assessment and the formation of mechanisms for ensuring the resilience of the state's economic security system.
