NATIONAL ADAPTIVE MODULE FOR ALIGNING UKRAINE’S INVESTMENT ENVIRONMENT WITH EU INVESTMENT ATTRACTIVENESS PARAMETERS IN THE CONTEXT OF DIGITALISATION
Abstract
The relevance of the study stems from the need to align Ukraine’s investment environment with the investment-attractiveness parameters of the European Union amid digitalisation, European integration and post-war recovery. The presence of a well-developed ICT services sector and broad digital coverage of the population has not yet resulted in a commensurate increase in investment capacity, as Ukraine’s digital advantages coexist with institutional, financial, macroeconomic, and production and technological constraints. The purpose of the article is to specify the strategic priorities and instruments for enhancing Ukraine’s investment attractiveness by developing a national adaptive module for aligning its investment environment with EU parameters. The research methodology combines integrated assessment of investment attractiveness and business-environment digitalisation with correlation-spatial positioning, cluster, analysis of variance, factor, regression, and SWOT analyses. The integrated application of these methods made it possible to compare Ukraine’s digital and investment profiles with the average parameters of EU countries, determine the nature of the relationship between digitalisation and the components of investment attractiveness, clarify Ukraine’s structural position, identify key constraints, and rank the priorities for overcoming them. The findings reveal an asymmetric convergence of Ukraine towards EU parameters: relatively favourable indicators of current foreign direct investment inflows, external economic openness, and ICT services exports coexist with low institutional quality, insufficient financial depth, underdeveloped digital infrastructure, and a limited scale of high-technology exports. The negative correlation between the integrated indices and the negative aggregate sensitivity indicate an inverse pattern of digital-investment development, in which digital progress is not accompanied by a coordinated strengthening of investment attractiveness. Cluster and factor analyses confirmed Ukraine’s peripheral position and the concentration of the main gaps in the institutional and financial, digital infrastructure, and production and technological dimensions. The SWOT analysis substantiated the priority use of European integration, financial, and technological opportunities to overcome internal weaknesses. The proposed national adaptive module combines stabilisation and transformation components, six functional blocks, and a monitoring and adjustment framework. The practical value of the findings lies in the possibility of applying the module to formulate investment policy, rank recovery instruments, allocate resources, and monitor Ukraine’s transition from an inverse to compensatory and synergistic patterns of digital-investment development.
