TOOLS FOR ENVIRONMENTALLY SAFE DEVELOPMENT OF REGIONAL SOCIO-ECONOMIC SYSTEMS
Abstract
There is investigated theoretical and practical aspects of forming a toolkit for environmentally safe development of regional socio-economic systems under contemporary global and regional transformation processes. Relevance of the research is determined by increasing pressure of globalization, industrialization, and urbanization on regional ecosystems, which intensifies environmental degradation, resource depletion, and climate-related risks. In this context, ensuring a balanced interaction between economic growth, social well-being, and environmental protection at the regional level becomes a key prerequisite for sustainable development. The main purpose of the study is analysing the conceptual foundations of environmentally safe regional development, systematizing existing management instruments, and developing an integrated toolkit for improving the effectiveness of environmental policy. Methods of content analysis and structural-functional analysis were used to identify interactions between economic, social, environmental, and institutional subsystems. A systems approach was employed to assess the complexity of regional socio-economic systems and to determine the interdependence of development factors. It is substantiated that isolated application of different tools does not ensure long-term ecological stability or socio-economic resilience. Comprehensive framework for environmentally safe regional development is proposed, which integrates regulatory standards, financial incentives, technological innovations, digital monitoring systems, and participatory governance mechanisms into a unified management system. The proposed model emphasizes the principles of policy integration, prevention of environmental risks, stakeholder responsibility, adaptive management and public participation. It is shown that coordinated application of these tools generates synergistic effect, enhances environmental performance, promotes green innovation and increases regional competitiveness. Practical value of the article lies in the possibility of applying the proposed toolkit in the activities of regional authorities, local governments and development agencies. The developed approach can be used in the preparation of regional development strategies, environmental programs and investment plans aimed at supporting green transformation.
