ТІНЬОВА ЕКОНОМІКА: СУТНІСТЬ, ЗНАЧЕННЯ, МЕТОДИ ВИЗНАЧЕННЯ І ВПЛИВ НА ПОДАТКОВУ ПОЛІТИКУ ДЕРЖАВИ
Анотація
У статті розглянуто таке глобальне явище як тіньова економіка, яка є невід’ємною частиною функціонування будь-якої економічної системи. Основна увага приділяється впливу тіньової економіки на побудову податкової політики держави. Дослідження проведене на підставі аналізу вітчизняних і закордонних літературних джерел, статистичних даних. Встановлено, що незважаючи на велику кількість досліджень даної тематики інтерес до даного явища не зникає, а навпаки посилюється. Дослідження зосереджуються на вдосконаленні методів вимірювання тіньової економіки, її впливі на економічну безпеку держави, а також на оцінці іі масштабів і факторів формування. Уточнено визначення тіньової економіки, досліджено іі розвиток з плином часу. Особлива увага приділяється Україні. Розглянуто структуру тіньової економіки, методики її вимірювання. Узагальнено статистичні оцінки тіньової економіки та їх вплив на податкову політику. Особлива увага акцентується на аналізі впливу тіньової економіки на ефективність побудови податкової політики, а саме: обсяг податкових надходжень, структура податків та інструменти податкового адміністрування. Встановлено, що найефективнішими методами зниження рівня тіньової економіки є запровадження цифровізації, підвищення довіри до державних інституцій, ефективна боротьба з корупцією.
