ІНСТРУМЕНТИ ПРОЄКТНОГО МЕНЕДЖМЕНТУ ДЛЯ РОЗРОБКИ ДОРОЖНЬОЇ КАРТИ УПРАВЛІННЯ ВІДХОДАМИ: МІЖНАРОДНІ КЕЙСИ
Анотація
У статті досліджено використання інструментів проєктного менеджменту для формування дорожньої карти реформування системи управління відходами в Україні з урахуванням зарубіжного досвіду. Визначено основні проблеми: низький рівень переробки й сортування, переважне захоронення відходів, слабка інфраструктура та недієві механізми політики. Проаналізовано практики ЄС, Японії, США та Канади, що підтверджують ефективність принципів циркулярної економіки, розширеної відповідальності виробника й громадської участі. На основі кластерного аналізу виокремлено напрями реформ та інструменти менеджменту (SWOT, Stakeholder Analysis, Agile/Lean, WBS, KPI, Balanced Scorecard), які дають змогу структурувати процес, оптимізувати ресурси й контролювати результати. Сформульовано рекомендації до адаптації зарубіжного досвіду й інтеграції управлінських інструментів для побудови ефективної дорожньої карти реформ в Україні.
