PUBLIC MANAGEMENT OF THE DEVELOPMENT OF THE TOURIST INDUSTRY IN THE CONDITIONS OF TRANSFORMATIONS OF THE NATIONAL ECONOMY OF UKRAINE

Abstract

The article defines public administration as an effective management system for tourism development. The state of development of the tourism industry of the national economy has been established. The correspondence of the directions of tourism development to the goals of sustainable development was studied The range of practical problems of tourism development in terms of informatization, standardization and certification of services has been determined. It is focused on the problems of managing the development of the tourism industry associated with the lack of a system of incentives for tourism activities, tourism management, quality management of services and management of the greening of the tourism industry. The efficiency of the tourism management system in the direction of public administration reform has been proved. The vectoriality of public tourism management and the relevance of the project approach in the context of the search for investment resources for the tourism industry of the regions are determined. The reason for the restrained development of the tourism industry in Ukraine is the unsatisfactory condition of historical and cultural heritage sites, transport infrastructure and utilities. Determinants of development are considered to be the ecological condition of territories, the level of pollution of water bodies and air. Therefore, the transition of the development of the tourism industry of Ukraine to the principles of sustainable development is becoming relevant. The development of the tourism industry through a project approach becomes strategic provided that regulation is carried out at the state and regional levels through the adoption of targeted programs, the implementation of which will increase the socio-economic efficiency of tourism. The application of the project approach to the development of tourism reveals the possibilities of applying public administration mechanisms, as the implementation of projects involves taking into account the views of citizens, consistency with the development of the community, public administration and administration. Despite the advantages of design, the disadvantage of such an approach to the management of the tourism industry is the certainty of the life of the project, its isolation and partial isolation.
