INSTRUMENTS FOR THE DEVELOPMENT OF SUSTAINABLE TOURISM IN PROTECTED AREAS
Abstract
The article examines the instruments for developing sustainable tourism in protected areas, which play an important role in ensuring the balanced use of natural resources and enhancing the ecological resilience of natural complexes. The relevance of the study is substantiated by the growing tourist activity and the need to preserve biodiversity amidst contemporary environmental, social, and climatic challenges. The key problems of protected area functioning are analyzed, including excessive recreational pressure, insufficient financial support, fragmented managerial decisions, and a low level of involvement of local communities in tourism planning. The study systematizes institutional and managerial, economic, monitoring, marketing, and social instruments that together form a comprehensive mechanism for sustainable tourism development. Institutional instruments include strategic planning, territorial zoning, licensing systems, and co-management models. Economic instruments encompass ecotourism fees, public-private partnerships, grant funding, and mechanisms for payment for ecosystem services. The monitoring component includes the assessment of recreational load, GIS monitoring, environmental expertise, and systems for managing tourist flows. Marketing instruments are represented through area branding, nature interpretation, the development of ecological routes, and the use of digital technologies. Social instruments focus on engaging local communities, supporting volunteer initiatives, and implementing citizen science programs. Based on the conducted analysis, a holistic model for integrating these instruments into the management system of protected areas is proposed, which will contribute to maintaining ecological balance, fostering responsible tourist behavior, and ensuring sustainable regional development. The results of the study may be used by protected area management bodies, local self-government authorities, tourism organizations, and research institutions to improve policies in the field of sustainable nature management and ecotourism.
