THE PARADIGMATIC TRANSFORMATION: THE PATH FROM POST-WAR RECOVERY TO RECONSTRUCTIVE DEVELOPMENT
Abstract
The article substantiates the importance of a paradigm shift in the approach to Ukraine's restoration. This is related to the transition from the traditional approach to post-war recovery towards a strategy focused on reconstructive development. The study analyses internationally known post-conflict recovery practices and Ukrainian perspective on reconstruction. This includes the Marshall Plan, the Asian economic miracle, modern economic stabilization measures, and the model of reconstructive development. The investigation demonstrates a significant difference between international practices and the Ukrainian concept. It is emphasized that traditional reconstruction focuses primarily on the physical restoration of destroyed infrastructure and the achievement of macroeconomic stability. This approach involves a return to the pre-war state. However, in many countries, post-war recovery efforts are hampered by discrepancies between the implemented programmes and established institutions. In contrast, reconstructive development is characterized by a fundamental rebuilding of the economic system. This strategy focuses on structural reconstruction to achieve a qualitatively new level of economic stability and competitiveness of the national economy. The model is founded on three core principles: introversion, inclusiveness and innovation. The article highlights the features of each component. They contribute to the strengthening of the national system and respond to internal requirements. These principles address a range of issues, including internal challenges and external integration, social justice alongside economic efficiency, and industrial policy with innovative strategies. Therefore, the concept of reconstructive development can become the basis for Ukraine's post-war recovery, especially in view of its unique national characteristics. Further research is necessary to develop an effective mechanism for coordinating different vectors, which will contribute to balanced development.
