CONSTRUCTION SECTOR OF UKRAINE: CURRENT STATE AND COMPETITIVE POSITION IN THE INTERNATIONAL MARKET
Abstract
This article presents an in-depth assessment of the construction sector of Ukraine. The study systematizes the key structural weaknesses that historically constrained the competitiveness of Ukrainian construction companies – excessive regulatory burdens, outdated technical standards, insufficient financial capacity, and limited integration into global value chains – while also highlighting the sector’s strong dependence on domestic demand and vulnerability to institutional inefficiencies. The article provides a detailed examination of wartime losses, emphasizing the unprecedented scale of destruction to residential, transport, industrial, and social infrastructure, as well as the pronounced regional disparities that shape reconstruction priorities. The analysis further explores the mechanisms through which the Ukrainian government and international partners have sought to stabilize the sector. Particular attention is given to rapid recovery initiatives, compensation programs for damaged housing, the role of international financial institutions (EU, World Bank, EBRD, EIB) in financing critical repairs, and the expanding involvement of foreign contractors in major infrastructure and reconstruction projects. These processes have contributed not only to the partial restoration of the construction market but also to the formation of an institutional and financial framework essential for future large-scale rebuilding. The article argues that post-war reconstruction represents a unique opportunity for the technological and institutional modernization of Ukraine’s construction industry and for strengthening its competitive position in the global market for construction services. The potential for such transformation is linked to the adoption of international standards of project management (including FIDIC-based practices), digitalization of permitting procedures, transparent public procurement, development of domestic production capacities for construction materials, and the integration of Ukrainian companies into international consortia and supply chains. The study concludes that the long-term competitiveness of the sector will depend on the successful implementation of structural reforms, the mitigation of wartime risks through financial instruments, and the strategic use of reconstruction as a catalyst for sustainable economic growth and international market expansion.
