STATE POLICY FOR THE RECOVERY OF SMALL AND MEDIUM-SIZED BUSINESSES IN UKRAINE: ASSESSMENT OF EFFECTIVENESS AND DIRECTIONS FOR TRANSFORMATION
Abstract
The relevance of the study is determined by the key role of small and medium-sized businesses in ensuring economic stability and recovery in Ukraine under martial law, against the backdrop of active efforts by the state to support this sector. However, the effectiveness of these measures requires a scientifically sound assessment, taking into account the systemic challenges and structural constraints that hinder the implementation of strategic goals. The need to find new approaches to transforming public policy in line with the requirements of the wartime and post-war period is the main scientific and practical significance of the study. The purpose of the study is to analyze the effectiveness of the recovery of small and medium-sized businesses in Ukraine, identify the main obstacles to their development, and develop proposals for improving state policy to ensure their sustainability and competitiveness. The study is based on the application of a set of general scientific and special methods of analysis, including systemic, comparative, statistical, and structural-dynamic approaches to assess the state and trends in the development of small and medium-sized businesses in Ukraine. The study revealed a significant gap between active measures of state support for small and medium-sized businesses and the objective economic results of the sector. A deep systemic crisis of innovation potential has been identified, as evidenced by the country's steady decline in international rankings and insufficient investment in research and development. The labor market has undergone serious structural deformations due to migration processes and mobilization, which has led to a reduction in employment in SMEs and an exacerbation of the imbalance between supply and demand for skilled personnel. Foreign trade analysis has revealed a critical trend of imports consistently exceeding exports, signaling a loss of competitiveness in domestic production and a threat to macroeconomic stability. A number of priority public policy measures have been identified to address these threats. The study proves the need for a profound transformation of state policy to support SMEs, focused on overcoming systemic imbalances by creating a comprehensive innovation and investment model adapted to the challenges of wartime and post-war periods.
