INNOVATIVE TECHNOLOGIES IN THE MODERNIZATION OF SOCIAL INSURANCE FUNDS
Abstract
The article examines modern challenges and issues in managing social insurance funds, which necessitate their modernization through the implementation of innovative technologies. Key shortcomings of traditional approaches are analyzed, including low transparency, the complexity of bureaucratic procedures, outdated administrative mechanisms, and insufficient integration of digital tools. Particular attention is given to global experiences in utilizing innovative technologies in social insurance. Cases of implementing digital platforms, blockchain technologies, big data analytics, and artificial intelligence in Germany, Sweden, the USA, and Singapore are reviewed, highlighting their ability to improve the transparency, efficiency, and accessibility of social insurance systems. The state of digitalization of social insurance in Ukraine is analyzed, focusing on the experience of the Pension Fund of Ukraine in implementing electronic services, modernizing information systems, and utilizing the "Diia" platform to automate and simplify interactions with citizens. At the same time, key challenges are identified, such as infrastructural limitations, insufficient funding, low integration levels between state registries, and the need for staff training. Key directions for the digital transformation of social insurance funds are outlined. Emphasis is placed on the feasibility of expanding the use of big data analytics for risk forecasting and resource optimization, integrating blockchain technologies to enhance transparency and security in financial operations, and deploying artificial intelligence to automate decision-making processes. The importance of attracting state support, international investments, and partnerships with businesses to develop modern infrastructure and ensure the sustainability of the social insurance system is highlighted. The proposed measures aim to optimize the operations of funds, reduce administrative costs, improve transparency, and provide better service quality to citizens. It is emphasized that integrating innovative technologies is a strategic step towards enhancing the efficiency, sustainability, and trust in the social protection system in the context of global digitalization.
