PECULIARITIES OF DESIGNING AND IMPLEMENTING A CONTROLLING SYSTEM AT CONSTRUCTION COMPANIES

Abstract

Ensuring sustainable economic development of domestic enterprises of the real sector of the economy in the context of instability and uncertainty of the economic environment requires the use of an effective management system capable of responding promptly and adequately to changes both in the economy as a whole and within the enterprise itself. In the face of modern challenges, construction companies are forced to implement more efficient and flexible management methods that exceed the capabilities of the traditional operational management system. It has been researched that one of the ways to improve the management activities of construction enterprises is the introduction and development of a controlling system, which includes regular collection and processing of information necessary for making operational and strategic management decisions. The experience of implementing a controlling system at enterprises confirms the high efficiency of this process. The introduction of controlling provides a positive result, which allows, through the development of effective management solutions and technologies, to optimise the use of the economic potential of construction enterprises. The article substantiates the theoretical aspects of designing and implementing a controlling system at construction enterprises in the current economic environment. It has been determined that the controlling system should be understood as a set of elements of the enterprise management subsystem and the links between them, which provide information and analytical support for making management decisions and monitoring the effectiveness of their implementation to achieve the goals of the enterprise. On the basis of the studied scientific approaches, the principles of designing and methods of designing a controlling system at enterprises have been allocated. It has been determined that designing a controlling system is a key stage in creating an effective enterprise management subsystem, since at this stage the parameters that affect its success and efficiency are determined. The article offers a algorithm of design and implementation of the controlling system at a construction enterprise, which is based on the assumption that the process of designing this system consists of three stages: pre-design, design and implementation. It is important not only to identify existing problems and develop an organisational structure, but also to ensure the integration of the controlling system with other management and information systems, as well as to organise monitoring of its functioning. In general, a properly designed controlling system contributes to the achievement of both strategic and operational goals of the enterprise, allowing for the efficient use of all available resources.
