FORMATION OF EFFECTIVE ORGANIZATIONAL-ECONOMIC MECHANISM OF INVESTMENT AGRICULTURAL SECTOR OF UKRAINE
Abstract
The study status and trends of investment in the agricultural sector Ukraine necessity of forming an effective organizational and economic mechanism of investment development. The basic theoretical positions and practical methodological development tools on the formation of organizational and economic mechanism of investment agricultural sector. Factors creating a favorable climate investytsiynoho, attract foreign capital and investment resources to the agricultural sector. The basic task of macroeconomic regulation of investment relations in the agricultural sector. Identified and recommended directions stimulate investment farms by improving components of the state agricultural policy. Implementation of the proposed organizational and economic mechanism of investment agricultural sector of Ukraine will provide a favorable investment climate and attracting foreign investment to the extent necessary for its full development under globalization. The strategically important task of forming an organizational and economic mechanism for investing in agriculture is the implementation of a prudent investment policy in the industry, which should become one of the main factors for getting out of the investment and technical crisis that the agrarian sector of the economy has fallen into. At all levels of investment management in agriculture (national, regional, rayon and enterprise levels) it is necessary to develop concepts, approve plans for the development of investment activities (investment projects), audit their implementation and adjust, in accordance with the current situation of agricultural and economic development in general. An important component of the organizational and economic mechanism of investment at the level of national and regional economies is investment policy. Implementation of the latter involves the provision of government guarantees to investors and protection of investments; state support for high-efficiency projects from extrabudgetary sources; creation of an information database of the investment and investment goods market; effective search for partners, which is determined by the criteria for the evaluation and selection of investment projects, negotiations and investment contracts; risk insurance systems.
