PROSPECTS OF USING PUBLIC-PRIVATE PARTNERSHIP TO ENSURE THE COMPETITIVENESS OF THE SERVICES SECTOR
Abstract
The article is focused on the study of the impact and prospects of using public-private partnership in ensuring the competitiveness of the service sector. Public-private partnership is any form of interaction between the state and private capital, which involves the transfer by the state to private business based on concluded standard contracts for the implementation of socially significant projects, as well as the distribution associated risks and expected returns. Considering the given definition, PPPs can primarily be used to improve the functioning of service sectors that are directly related to the provision of public needs, such as: transport, health care, education. PPP can be used to ensure the development of tourism and information technologies. Case studies of the use of PPPs for the development of port infrastructure in France and airports in Saudi Arabia led to the conclusion of a significant positive impact on the functioning of the transport sector itself, as well as related industries. The use of PPPs for the development of the health care system in Great Britain and the improvement of medical care in Bangladesh had a positive effect on the life expectancy and quality of life of the population, and also increased the attractiveness of these countries for medical tourism. The successful use of PPPs to ensure the availability of higher education in China created the prerequisites for the formation of intellectual resources in the country. At the same time, the use of PPPs to increase the availability of primary education in Brazil was unsuccessful due to the social characteristics of the country. PPP tools were actively used by Indonesia to increase the tourist attractiveness of a particular region and the USA to restore tourist facilities and expand their functional purpose. On the basis of case analysis, it was established that the use of PPP allows to eliminate existing gaps in the functioning of the service sector, to increase the efficiency of the functioning of service sector divisions, and to improve the social environment in the country. It was determined that the positive effect of PPPs usage in the service sector is manifested in increasing the competitiveness of the sectors where these projects were directly implemented and strengthening the competitive positions of the national economy as a whole.
