ECONOMIC SECURITY IN THE CONTEXT OF GLOBAL CHALLENGES AND THREATS

Abstract

Ukraine faced a number of threats of both external and internal origin. Threats of the hybrid type cause considerable concern. Countering these threats requires significant resources, which is possible only if there is a stable system of national security of the state and its important component - economic security. The article substantiates the priority of "economic security" as one of the integral components of "national security", which, due to modern transformational processes in the security environment, is exposed to a large number of threats, which cannot but affect the evolution of the essence and content of its conceptual apparatus. A concise analysis of scientific views and normative attitudes to the key conceptual apparatus in the field of state security is provided, with the aim of understanding and forming a vector of further perspective research. Author have focused particular attention on the formation of the concept of new economic security. The points out that while developing this concept it is necessary to consider countering the new challenges and threats. It is also important to renew the research methodology of the “economic resilience” itself. The new categories, such as “national resilience”, “economic resilience” have emerged and continue to be developed. It is expected that the new research area will adapt to the threats the mechanism for countering them as well as to restoring and sustaining the functioning of the system. The policy of economic security, the implementation of which is entrusted to the state, in the person of authorized bodies, should become an instrument for the establishment and functioning of the economic security system. The goal of the state policy in the field of economic security should be the formation of a mechanism to prevent the imbalance of the economy, as a result of the impact of challenges and threats on the economy of the state, to create conditions for ensuring the stability of the economy and the acquisition of the predicted situation in the country, in order to ensure the realization of national interests. It becomes obvious that there is a need to develop a new methodology as a tool (or means) of maintaining and strengthening economic security, including as a way of assessing the level of economic security.
