FEATURES OF FORMATION AND AND REPRODUCTION OF LABOR RESOURCES IN THE AGRARIAN ECONOMY SECTOR
Abstract
Labor resources are one of the main factors in the formation of the country's national income. Quantitatively, labor resources determine the supply on the labor market, and their use determines the production of the national product, the satisfaction of the material and spiritual needs of the society. The importance of the formation of labor potential lies in the fact that the supply of labor resources and, consequently, the state of the labor market in the agrarian sector of the economy depend on the dynamics of population and structure. In addition, the population determines the size of the consumption fund and the amount of gross domestic product. Accordingly, any changes in the size and structure of labor resources will affect the growth rate of gross domestic and regional product. The purpose of the article is to study the current state of formation and reproduction of labor resources of the agrarian sector of the Ukrainian economy and to substantiate ways of increasing its efficiency. The paper describes the employment characteristics of the rural population of Ukraine and analyzes the factors that influence the formation and realization of agricultural sector labor resources. The characteristics of reproduction and utilization of labor potential of the agricultural sector in Ukraine are revealed, which are related to the aging of the population, migration processes, training of personnel, change of ownership, specificity of agriculture and formation of mechanisms for its management. It was determined that the economic situation in Ukraine and transformation in the agrarian sector led to a reduction in employment in rural settlements under conditions of basic constraints for its development, which include, in particular, a mismatch between the number of vacancies and the amount of job potential released from the formal sector, and, as a consequence, the spread of informal employment; increase in labor migration; distribution of small-scale, low-productive employment in personal farms with significant deficiencies in the regulation of their activities. The necessity of revival of agricultural production in order to expand the employment of rural population is substantiated.
