ROLE OF LOCAL SELF-GOVERNMENT IN THE CREATION OF PHYSICAL CULTURE MASS WORK AND TRAINING OF ATHLETES OF HIGHEST QUALIFICATION

Abstract

Physical culture – an integral part of the general culture of society, aimed at promoting health, the development of physical, moral-volitional and intellectual abilities of a person with the purpose of harmonious formation of his personality. The key problems of the organization of management of physical culture and sports in Ukraine at the present stage are analyzed. Local self-government and administrative reform initiated in Ukraine, designed to improve the system of local affairs management, to form territorial communities on a new spatial basis with resources (legal, financial, etc.) sufficient to provide the public with full public services, providing comfortable and safe conditions for comfortable and safe use human. It is noted that physical education and sports are a key segment in the formation of a healthy nation, and the achievements of athletes in the international arena raise the prestige of the state. Unfortunately, to date, the necessary material and technical infrastructure of physical and fitness and sports-mass work at the place of study, work, residence and recreation of the population has not been formed in Ukraine. There is virtually no domestic sports industry aimed at producing high quality sports uniforms, equipment and equipment that would be able to compete with leading manufacturers of such products in developed countries. At the legislative level, citizens are provided with the state-required unified standard of physical education, volume and composition of services in the field of physical culture and sports, as well as guaranteed equal opportunities for all citizens of physical improvement, including mastery of sports skills for all comers, activities are encouraged promotes the development of physical culture and sport and promotes human health.
