STRATEGIC ASPECTS OF THE NATIONAL INNOVATION SYSTEM TRANSFORMATION IN THE CONDITIONS OF KNOWLEDGE ECONOMY FORMATION
Abstract
d a factor in its growth and development, involves the transformation of the national innovation system (NIS). This determines the need to study the strategic aspects, national guidelines for the transformation of NIS. The purpose of the article is to study the strategic aspects of the transformation of NIS in the formation of the knowledge economy. The article reveals the content of the concept of NIS. It is considered as a network of interconnected institutions and organizations that individually and in interaction with each other ensure the creation of new technologies and innovative products reproduce the continuity of the science-production-market chain within the national economy. The place of NIS as a supporting element of the knowledge economy is determined. Empirically, a significant positive relationship between the level of development of the knowledge economy and the quality of NIS transformation has been revealed. It is established that Ukraine lags significantly behind in the pace of formation of the knowledge economy and has significant problems in the transformation of its own NIS. Factors influencing the quality of NIS transformation are revealed. These are: the institutional regime, the level of education of the population, professional skills, staff qualifications and the scale of ICT infrastructure. The content of known models of NIS transformation (European-American, East Asian and alternative) is revealed. The conceptual basis of the NIS transformation strategy for Ukraine is proposed. The role of the state as a source of formation of adequate institutional and business environment, the main investor of basic research, the regulator of relations between the subjects of NIS is determined. The main stages of realization of the strategy of NIS transformation in the conditions of formation of knowledge economy are outlined. In the long run, Ukraine’s innovation system must be integrated into international processes, ensure the country’s competitive position in world markets for science-intensive products.
