STRUCTURAL SHIFTS IN THE UKRAINIAN LABOR MARKET AND THE ADAPTATION OF THE SPECIALIST TRAINING SYSTEM TO THEM
Abstract
Structural changes in Ukraine’s labor market are driven by the full-scale war, demographic processes, migration, enterprise relocation, destruction of production and critical infrastructure, digitalization, automation, and technological modernization. These factors are transforming the sectoral, occupational, qualification, and territorial structure of employment and intensifying the mismatch between employer demand and the supply of qualified specialists. The study aims to identify the main trends in structural labor market transformation, assess the alignment of specialist training with current and future labor market needs, and substantiate directions for its adaptation. The study applies systemic, structural, statistical, comparative, and content analysis of scientific and analytical sources and labor market data. A persistent shortage of skilled workers, engineering and technical specialists, and professionals in transport, construction, energy, manufacturing, healthcare, and other sectors has been identified. It is demonstrated that expanding specialist training quantitatively is insufficient; priority should be given to updating educational content and aligning competencies with employers’ requirements. The growing impact of artificial intelligence, cloud technologies, automation, electric transport, renewable energy, and digital platforms on labor demand is highlighted. These changes increase the importance of digital, analytical, communication, and adaptive competencies and require continuous upskilling and reskilling. Particular attention is paid to professional pre-higher education and practice-oriented training. The modernization of educational and professional programs through dual education, integration of digital technologies and AI, continuous content updating, and flexible retraining mechanisms is substantiated. Strengthening cooperation between educational institutions, employers, and public authorities is identified as a key condition for forecasting workforce needs, reducing labor market mismatches, developing human capital, and supporting Ukraine’s post-war recovery.
